G.W. Hunt wrote a song about British foreign policy at the time. That was the time when a faction of the government wanted to send a fleet of naval ships to meet the Russians in the waters off Turkey. And Hunt's song went like this:
We don't want to fight, yet by Jingo! if we do,
We've got the ships, we've got the men, and got the money too.
Such politicians came to be known as Jingoes, and the rest is in dictionary.
